[Korra knows Hei was following her before, though thanks to Amber's little parting gift, she doesn't realize he caught her at the beach. He clearly knows something is up -- and Amber didn't give her any advice for how to deflect him off the trail. Korra contemplates going straight up to the hotel room and not talking to him, but she's hungry and they're sharing a room for their cover, anyway.
So she slides into the seat next to him and kisses his cheek. Good for their cover and guaranteed to irritate him, all at once. A win win. To the vendor she says:]
