[Distance would definitely be the smart thing. But frankly, Korra's not about to go entirely out of her way to accommodate Mako's feelings. He certainly didn't do it for her back when she was in love with him and he was dating Asami. She's not going to pretend she & Hei aren't close. Mako's the one who barged in on them. He gets to live with the consequences.
She doesn't shiver when he touches her neck, but it's clear something passes through her; without thinking about it, she leans just a little into him.
